Registration as a Citizen of Guyana (Overseas Births)

GUIDELINES: REGISTRATION AS A CITIZEN OF GUYANA (OVERSEAS BIRTH) – PERSONS BORN BEFORE MAY 26, 1966

PLEASE NOTE:

The Citizenship Act, Chapter 14:01 – Section 4.2 sub-paragraph (a) provides for a person to beregistered as a citizen of Guyana if he/she satisfies the Minister that he/she was born before May 26, 1966 and that his Mother was a citizen of the United Kingdom and Colonies at the time of his birth. While this Act only refers to the Mother, it has to be read along with Article 44 of the Constitution (Amended in 2003), which refers to either Mother or Father being Guyanese citizens. 

At least one parent whose name is recorded on the Registrant’s Foreign Certificate of Birth must be a Guyanese by Birth.

The Registrant shall become a citizen of Guyana at his/her date of birth, if at that date, at least one of the parents is a citizen of Guyana.

ALL DOCUMENTS THAT ARE NOT IN ENGLISH MUST BE TRANSLATED AND CERTIFIED.

DOCUMENTATION:

For Registrant (person to be registered):

  • Two (2)  Completed Application Forms: These Forms must be signed and sworn to before a Magistrate, Justice of the Peace or any other Official

  • Four (4) Passport-sized Photographs

  • Copy of Registrant’s Passport (all stamped pages including the date of first entry)

  • Copy of Spouse’s Passport

  • Copy of Registrant’s Certificate of Birth

  • Copy of Children’s Certificates of Birth

  • Copy of Spouse’s Certificate of Birth

  • Copy of Certificate of Marriage

  • Two (2) recommendations from Guyanese nationals of good standing attesting to the Registrant’s character

  • An Income Tax Liability Statement

  • A (National Insurance Scheme) NIS Compliance Statement

  • Police Clearance from Country last resided and from Guyana

 

For Guyanese Parent:

  • Original Certificate of Birth of the Guyanese Parent, whose name appears on the foreign Certificate of Birth

  • If there was a change of name – Original Certificate of Marriage (if the applicant is female and is married, divorced or widowed)

  • Original Deed Poll/Declaration/Decree Absolute Certificate (If there has been a change of name other than through Marriage)

PROCESS:

Registration of this category of persons can only be done at the Department of Citizenship and Immigration, Ministry of the Presidency in Georgetown, Guyana.

Registrants residing in a foreign country are required to appear in person in order to complete the registration process. The Registrant would be subjected to two (2) interviews at the:

The Embassy issues a Guyana Certificate of Birth to a person born to Guyanese parents overseas after May 26, 1966


 

Certified English translations of all documents that are in foreign languages are required.

All original documents will be returned to the Applicant.

The Registrant becomes eligible to apply for a Republic of Guyana Passport once the Registration process has been completed.

Qualifying Criteria:

  • The person to be registered (the Registrant) must be born after the commencement of the Constitution of the Co-operative Republic of Guyana (May 26, 1966).

  • At least one parent whose name is recorded on the Registrant’s Foreign Certificate of Birth must be a Guyanese by Birth.

  • The Registrant shall become a citizen of Guyana at his/her date of birth, if at that date, at least one of the parents is a citizen of Guyana.

DOCUMENTATION:

For Registrant:

  • A letter from a Current Citizen of Guyana (Informant) addressed to the Embassy requesting registration as a Citizen of Guyana, clearly stating the full name and postal address to whom the Birth Certificate should be mailed.

  • Original Certificate of Birth

  • A copy valid photo identification (Passport or Identification Card)

  • Original Certificate of Marriage (If applicant is female and there has been a change of name)

  • Original Deed Poll/Declaration/Decree Absolute Certificate (If there has been a change of name other than through Marriage)

For Guyanese Parent:

  • Original Certificate of Birth of the Guyanese Parent, whose name must be recorded on the foreign Certificate of Birth

  • If there was a change of name – Original Certificate of Marriage (if the applicant is female and is married, divorced or widowed)

  • Original Deed Poll/Declaration/Decree Absolute Certificate (If there has been a change of name other than through Marriage)

  • Valid photo identification (Passport or Identification Card)

  • If the person effecting the registration (for a minor) is not the parent (e.g. a Guardian), then a duly notarized authorization is required as well as a valid photo identification.

FEES:

The Embassy only receives payment by bank transfer. Cash is NOT accepted.

The Embassy would not be in a position to process an Application if the respective fees are not received. The fees can be paid in cash or transferred into the Embassy’s Bank Account.

PLEASE TRANSFER THE EXACT FEE INTO THE ACCOUNTS. THE EMBASSY WOULD NOT BE IN A POSITION TO REFUND ANY EXCESS PAYMENT.

PROCESS:

Registration can be completed in one (1) day, once the relevant documents are submitted and verified by the Embassy before the originals are sent via post. Such documents should be sent to the Embassy via email address (consular@embassyofguyana.be).

The Embassy will dispatch to the Applicant the Certificate of Registration of Birth via Registered Mail to the return address stated. The Registrant is required to check this document to ensure that the information recorded is correct.

The Applicant is required to confirm receipt of the Certificate and other documents by signing and returning to the Embassy the “Receipt of Documents Slip” via email address (consular@embassyofguyana.be).

A copy of the Certificate will be sent to the General Register Office (GRO) in Georgetown, Guyana for its records.
